Braille Literacy Services for Blind or Visually Impaired Children: State Model Bill

“Blind Persons’ Literacy Rights and Education Act,” a State Model Bill proposed by the National Federation of the Blind (NFB). The bill would ensure that Individualized Education Programs (IEP), in the case of a child who is blind or visually impaired, provide for instruction in Braille unless the IEP Team determines such instruction is not appropriate for the child. Standards for competency and instruction, and for the provision of Braille instruction materials to educational agencies are outlined, and teacher competence required for state licensing is specified. Definitions are set as to terminology, i.e., “Blind or visually impaired,” “Braille” (i.e. standard English Braille) and “Individualized Education Program.”
