The focus of this paper is to provide low cost technology through speech encoding and microelectronics to produce a high quality, voice output, alternative and augmentative communication aid. The work described is centered around children and young adults with cerebral palsy. The paper outlines background and basic issues on the technology of voice output communication devices, offers solutions, and states possible implications.
